Introduction

In every country, the establishment of public and private universities and higher education institutions is considered an essential principle for the development of society and the training of committed and skilled professionals. Wardak Institute of Higher Education has also started its activities to achieve this goal.

Planning and organizing work programs is one of the most important principles of effective management, which ensures coordination of institutional activities. A proper platform is necessary for achieving objectives so that the leadership can guide staff according to institutional goals and ensure uniform implementation of principles among all employees.

Therefore, the observance of justice and fairness and acting without discrimination in all affairs is at the core of the institution’s mission. These principles apply to recruitment of academic, administrative, and service staff, student admission, motivation, rewards, punishments, grading, and other related areas.

This Policy of Justice and Fairness has been prepared based on Quality Assurance Framework Standard 8.39.


Objectives

  1. Ensuring justice in appointment of academic staff, distribution of teaching loads, evaluation of conferences, research papers, promotions, scholarships, committees, seminars, and workshops.
  2. Observing justice in recruitment, promotion, and benefits of administrative and service staff.
  3. Implementing fairness in student evaluation and grading.
  4. Ensuring implementation of policies, regulations, and rules of the Ministry of Higher Education and the institution among all staff and students.
  5. Promoting public awareness of laws and regulations through brochures, banners, and the website.

Activities  of Wardak Institution in Justice and Fairness

A: Policy on Recruitment of Administrative, Service Staff and Academic Staff

  1. Academic positions are published on the institution’s website and Facebook page and recruitment is conducted through open competition.
  2. Administrative posts are announced on the institution’s Facebook page and recruitment is based on open competition.
  3. Service positions are also announced and candidates are selected based on physical fitness and skills.
  4. Distribution of academic posts is based on departmental needs, student ratio (1/30), number of subjects, teaching workload, and institutional planning.
  5. Distribution of administrative posts in faculties is based on workload, staff-to-student ratio (1/70), institutional needs, and administrative meetings.

B: Policy of Justice and Fairness in Teaching Hours

Distribution of teaching hours is carried out according to academic obligations and Ministry of Higher Education regulations. Course allocation is based on specialization. Faculty councils supervise fairness. Complaints can be submitted to faculty deans or the institution administration.


C: Policy of Justice and Fairness in Scholarships

Short-term and long-term scholarships are allocated to academic and administrative staff based on their appointment status to enhance capacity building.


D: Policy of Justice and Fairness in Workshops and Seminars

Participation in workshops and seminars is based on institutional needs to improve organizational development and strengthen committees.


E: Policy of Justice and Fairness in Transparency of Results

  1. Midterm and final exams are organized according to ministry guidelines.
  2. Examination committees supervise exam processes and ensure transparency.
  3. Results are announced by academic departments, and students may submit complaints within three days.
  4. All academic staff must announce exam results within three days.

F: Policy of Justice and Fairness in Academic Freedom

A policy on academic freedom is under preparation by the Quality Assurance Department and will be approved and shared through seminars and the website.


G: Policy of Justice and Fairness in Social Ethics

A social ethics policy has been developed and will be implemented across the institution through publication, seminars, and website dissemination.


H: Policy of Justice and Fairness in Complaints Evaluation

A formal complaints procedure has been developed and approved. It ensures transparency and provides clear mechanisms for students, staff, and faculty to submit complaints.


I: Policy of Justice and Fairness in Overtime

Overtime is granted to administrative and technical staff based on approval from the direct supervisor.


J: Policy of Justice and Fairness in Attendance

  1. Academic staff attendance is based on teaching schedules and committee participation.
  2. Administrative staff must be present from Saturday to Thursday, 8:00 AM to 4:00 PM.
  3. Students must attend at least 75% of classes; otherwise, they are considered deprived from exams.

K: Policy of Justice and Fairness in Procurement

Procurement is managed by the Financial and Administrative Affairs Department through a specific procedure using standardized forms.


L: Policy of Justice and Fairness in Rewards and Punishments

The institution applies a fair system of rewards and punishments based on available financial resources.


M: Policy of Justice and Fairness  in Academic Research Compensation

The institution plans to provide compensation for research, authorship, translation, and publication activities of academic staff.

Approval

This Policy of Justice and Fairness was recorded and approved by the Planning and Policy Committee under protocol number (3) dated (1401/5/1).
