Bill duty of the vice chancellor for Financial and Administrative Affairs

Position Objective

To supervise and manage the institution’s revenues, expenditures, financial and accounting transactions, human resources, dormitory services, transportation, information technology, and the protection and maintenance of movable and immovable assets.

Core Responsibilities

  1. Developing and implementing operational plans and procedures in the areas of finance, administration, human resources, and procurement to ensure effective performance and achievement of university objectives.
  2. Forecasting budgetary needs and monitoring the implementation of expenditures from both operational and development budgets, as well as regulating revenues.
  3. Taking necessary measures during mid-year budget reallocation to address challenges related to operational and development budgets in line with university goals.
  4. Managing and supervising all human resource-related matters, including recruitment, capacity building, employee relations, performance evaluation, personnel records, retirement, resignation, and attendance.
  5. Managing and supervising information technology, transportation, maintenance services, publications, and the upkeep and protection of university properties and facilities.
  6. Monitoring and controlling procurement processes, expenditures, payments, and internal revenue management.
  7. Overseeing all financial, accounting, purchasing, inventory registration, and other administrative operations.
  8. Organizing and chairing regular procurement committee meetings at the university level.
  9. Organizing and chairing internal audit committee meetings regularly.
  10. Managing and conducting administrative meetings in accordance with the regulations of the Ministry of Higher Education.
  11. Establishing and leading the financial independence committee to identify revenue-generating sources.
  12. Supervising dormitory services, including students’ health, nutrition, and living conditions, and ensuring the proper distribution of food allowances in accordance with laws and regulations.
  13. Providing advice and information to the institution’s chancellor regarding financial and administrative planning, human resources, publications, public awareness, dormitory affairs, and information technology.

Managerial Responsibilities

  1. Preparing monthly, quarterly, and annual work plans aligned with the institution’s general plan to achieve university goals.
  2. Enhancing staff capacity through workshops, seminars, and on-the-job training.
  3. Identifying and proposing budgetary needs based on the annual work plan.
  4. Leading, managing, and evaluating staff performance, assessing training needs, and strengthening capacities.
  5. Submitting monthly, quarterly, and annual reports, and informing leadership of key achievements when necessary.
  6. Performing other duties assigned by relevant authorities in accordance with ministry policies.

Coordination Responsibilities

  1. Coordinating with the vice Ministry of Financial and Administrative Affairs and relevant departments to organize programs and meet university needs in finance, administration, human resources, information technology, publications, and public relations.
  2. Collaborating and coordinating with the vice chancellor for Academic and Student Affairs in areas related to academic activities and quality assurance
